Had a full design review been done prior to award the landfill issues would have most likely been determined - raising the cost of any hard bids substantially. Even worse, had the issues not been fully understood at the time of bid, the awarded contractors would have submitted massive claims. To me it sounds like the failure here was the expectation that a design-build budget was akin to a hard big - it is not. The whole point of design build is for the entire team to work towards an agreed budget and deal with site conditions and the unexpected in a collaborative way versus a claims orientated way.&lt;/p&gt;
